Phantoms who are not registered anywhere will be registered in a Special Registry and will enjoy all rights as citizens of the country.
This will be made possible through the Draft Law on Unidentified Persons in the Registry, which received a green light from the Parliamentary Committee on European Affairs.
NGOs estimate that the number of "invisible" people is much higher, reaching 1,500.
"This law is intended for persons not identified in the registrar, who are on the basis of a public call.
700 people are registered in a special electronic register and this law gives them four rights, right to education, employment, right to social protection and health protection, "say officials from the Ministry of Labor and Social Policy.
