In 2017, the commission recommended that the Serbian authorities prioritize the employment of a proportional number of Roma and other minorities in the state administration and provide them with stable working conditions.
Without giving specific information, the Serbian government has stated that the Roma are employed as pedagogical assistants, health mediators and coordinators for Roma issues, the report said.
However, the research conducted by the Citizen's Protector shows continuous exclusion of Roma and lack of adequate instruments for their participation at all levels of local government, the Commission said.
"ECRI regrets that the number of Roma and members of other minorities employed in Serbia's public sector remains far from proportional," the findings said.
ECRI is the only human rights watchdog specializing in issues related to the fight against racism, discrimination, xenophobia, anti-Semitism and intolerance in Europe.
