Secretary General calls on member states to recognise, protect and promote Romani language

On the occasion of the World Day of Romani Language, Ms Marija Pejčinović Burić, Council of Europe Secretary General, calls on the Organisation’s member states to recognise, protect, and promote the Romani language, which forms an integral part of our common European cultural heritage.

Romani is the language of 10-12 million Roma living in Europe. If left unprotected, the language and the unique cultural heritage it represents are endangered and the Roma will be deprived of a key component of their identity. Measures to create more opportunities for young Roma to learn their mother tongue at school are therefore necessary.

Member states are also encouraged to recognise Romani as a minority language under the European Charter for Regional or Minority Languages (ECRML) as a clear commitment to cultural and linguistic diversity in Europe.

The Council of Europe supports the promotion and teaching of the Romani language and has developed a Curriculum Framework for Romani (CFR).

This October was the warmest in history

October 2019 was the hottest October ever on the globe, the European space program Copernicus said today, adding that this is the fifth month in a row that has reached or is close to record values.

This year, October is warmer by 0.69 degrees Celsius than the average October temperature in 1981-2010.

It slightly exceeds (0.01 degree) October 2015, but is 1.2 degrees above temperature in humanity's pre-industrial era.

"This is the fifth month in a row that it has broken or very close to the record," said Copernicus, a program that monitors climate change.

June 2019 was arguably the hottest June ever, and July is declared the absolute warmest month in the history of temperature measurement. August 2019 is the second warmest August in the artery, and September is the first.

The last four years have been the warmest ever recorded on the planet. In August, the World Meteorological Organization had already ranked 2019 among the top five hottest years, in line with climate change impacts, scientists warn.

They remain silent and patient, and pass it on to future generations

As many as 90% of Roma women in Serbia have experienced partner violence, according to the latest research by the Association "Romani cikna" from Krusevac.

These women are often victims of violence in their own family and often do not even recognize it as violence.

- 300 Roma women over 18 years old were interviewed and no one has ever told them what is happening to them.

Campaigners in the field testify that women from the Roma community often faced physical and psychological violence. They are taught to remain silent and endure it for future generations.

"They often have no one to complain about, nor where to go back to, and insufficient education and illiteracy are affecting economic dependency and are thus forced to suffer violence," said the association.

In one of the previous surveys, in Krusevac, dire results were achieved: as many as 85% were married before adulthood, and 70% before the age of 18 gave birth to their first child.

Controversy over disclosure of Roma homicide statistics - Roma organizations accuse racism researchers

Already, there have been protests in Roma crime statistics, although the statistics have been around for ten years.

A few weeks ago, the Institute of Criminology and Justice at the University of Helsinki, Crimea, released a report on crime and also reports an increase in homicide rates.

Less attention was paid to the Life Crime Review because it distinguished Roma from other Finns.

According to Crimea statistics, Roma are sixteen times more likely to commit suicide than other Finns.

Roma organizations disapprove of the statistical method of separating the Finns from the rest.
- I think this is an insult to the entire Roma population. This fulfills almost all signs of racism, says Väinö Lindberg., Vice President of the Romanian Advisory Board.

"It is difficult to say whether it is deliberate racism or just because there has never been enough thinking in our society," said Päivi Majaniemi., project manager at the Finnish Roma Association.
Suvi Keskinen, a professor of ethnic relations at the University of Helsinki, also wonders about the method of statistics.
"There is usually no statistics on ethnicity in Finland, so I wonder why Roma were required to be different from the rest of the Finnish population on the basis of crime," said Keskinen.
