Ministry of Health may penalize inappropriate vaccines, but cannot ban school enrollment

According to the current legislation, when enrolling in first grade, the parent or guardian is obliged to submit a receipt for the received vaccine for the child, issued by a competent health institution.

But the law does not contain a ban on enrolling children who are not vaccinated.

Compulsory immunization is provided by health laws, which provide for mechanisms and sanctions if compulsory immunization obligations are not met.

The Ministry of Education itself, in addition to the child's right to education, will also ensure the right to safety and health while staying in schools, saying institutions are obliged to ensure the exercise of all constitutionally guaranteed rights, without being at the expense of any another right.

If necessary, care must be taken to minimize the damage, ie the prohibition should not lead to a complete ban on the exercise of any human right.

It is the responsibility of the Ministry of Health and the health institutions to carry out immunization and to provide protection of the population against infectious diseases to which children are exposed not only in schools, but also in cinema, theater, playgrounds, sports clubs, while exercising of extracurricular activities.

These days, the president of the Association of Youth Roma Youth Forum Henriette Iseni reacted on social media about the latest measure to enroll children in school if they have not received the vaccines.
In their reaction they believe that the right to education of these children is being abused and violated.

The State has ratified the Convention on the Protection of the Rights of the Child on 24.02.2002, as an international document on the implementation and protection of the rights of the child which requires the provisions of the same Convention, in particular Article no. 6
1 - States Parties recognize that every child has the right to life at birth.
2 - States Parties shall as far as possible ensure the survival and development of the child.
 
 The Roma civil sector is opposed to this decision by the relevant ministry, and therefore announces the filing of a collective complaint and then a lawsuit against this type of discrimination.

They confirm this with the fact that within the state every child should be guaranteed the right to education.

Otherwise the team that advocates for this right has 4-5 volunteers including a lawyer, a psychologist, a lawyer, and a law master.

At the same time, the Roma Diaspora also provided its unreserved support to part of the Roma NGO sector through the Aswa organization from Belgium and the Swedish Roma Association "Unga Romer".

Roma integration in Cyprus

Cyprus’ National Roma Integration Strategy is not a strategy as such, but rather an integrated set of policy measures within Cyprus’s social inclusion policies. In view of the small size of its Roma population, the Cypriot approach is to promote integration through existing structures targeting vulnerable groups. The strategy includes two housing projects for Cypriot Roma.
