Roma integration in Estonia

For the 2014-2020 period, Estonia will receive a total of €3.6 billion in EU Cohesion funds, of which €2.46 billion will come from the European Social Fund (ESF) and the European Regional Development Fund (ERDF).

At least 23.8% of this amount will be spent on the ESF, with 22.8% of that going towards promoting social inclusion and combating poverty. There are no plans at present to fund specific Roma-related measures.

The Council of Europe estimates that there are approximately 1,250 Roma living in Estonia (0.1% of the population)

Estonia’s national strategy is aimed at supporting the integration process of all ethnic groups, including the Roma.

The statute of limitations shall run from the first day following the date on which the creditor was entitled to claim the obligation, that is, from the date of maturity of the obligation.

From that moment until the expiration of the last day of the statute of limitations, the creditor has a legal opportunity to make his claim through the court.

The termination of the statute of limitations shall be effected by the debtor's recognition of the debt, the filing of a lawsuit, and any other creditor action taken against the debtor before a court or other competent authority for the purpose of ascertaining, securing or realizing the claim. The issuance of warnings before a lawsuit and the like do not interrupt the statute of limitations.

After the creditor has filed a lawsuit against the debtor and upon the termination of the statute of limitations, the statute of limitations shall start to run again from the day the dispute is terminated or otherwise terminated.

It is often the case that citizens get a discounted account even ten years ago, in which case the creditor's date of expiry should be taken into account as to whether the 1 year limit for claim expired.

If the creditor has expired within the stipulated period of one year, there are no conditions for filing a statute of limitation, since the expiration of the credit itself is interrupted until a final decision is reached.

This raises the question of the state's responsibility for the high costs incurred as a result of the inaction of the courts, which unfortunately fall unnecessarily on the debtors.

IMPORTANT: All claims established by a final court decision or by another competent authority, or settlement before a court or other competent authority, shall expire for ten years, even those for which the law otherwise provides for a shorter period of limitation.

This applies to claims that are legally binding and therefore cannot be contested with anything.

Roma integration in Denmark

For the 2014-2020 period, Denmark will receive €326 million (current prices) in European Social Fund (ESF) and European Regional Development Fund (ERDF) funds.

At least 50% of this amount will be spent on the ESF, with at least 20% of that going towards the promotion of social inclusion and combating poverty. The latter amount could also finance Roma-related measures.

The Council of Europe estimates that there are approximately 5,500 Roma living in Denmark (0.1% of the population). 

Denmark’s policy on the Roma is based on equal treatment, to ensure that the Roma and Travellers have access to all mainstream services.

Denmark’s national Roma integration strategy is not a strategy as such, but rather an integrated set of policy measures within Denmark’s social inclusion policies.

The Danish strategy stresses the importance of regular dialogue with major stakeholders concerned with Roma integration, and the involvement of municipal and local authorities.

16 municipalities will receive from 2.5 to 5,000 euros for implementation of the Roma Strategy

According to the decision of the Government, and according to the previously submitted action plans of the municipalities, Milevski noted, the 16 funds will be allocated as financial support for the implementation of the activities.

Funds will be obtained from the following municipalities: Suto Orizari, Prilep, Kumanovo, Chair, Bitola, Tetovo Gostivar, Stip, Kocani, Kicevo, Vinica, Debar, Veles, Delcevo, Berovo and Pehcevo. They will receive 150,130 denars, while the rest in the amount of 597,920 denars will be allocated by number of Roma per municipality.

Minister Milevski stressed that the municipalities should use the allocated funds appropriately, otherwise they will have to return them to the Budget.

He wished the municipalities success and to start the activities for implementation of the Strategy for Roma as soon as possible.
