Slovakia: Blame the Roma

Slovak politicians, including the former prime minister Robert Fico (SMER-SD) and the far-right extremist leader Marian Kotleba, have long used the Roma minority as a convenient scapegoat in their polarising political agenda. For decades, Roma have been the easiest target to blame for all the country’s problems.

Fico has repeatedly said that Roma people “make money by making babies” or have abused the welfare system, while Kotleba and the MPs in his People’s Party Our Slovakia (LSNS) have often dehumanised Roma people by calling them “parasites”. Milan Mazurek, an MP for Kotleba’s party, was even sentenced by the Supreme Court for making racist remarks about Roma people in 2019, losing his parliamentary mandate as a result.
Belak, the author of the new study, accepts that there are many problems in the segregated Roma communities, but says that the people are not the ones to blame. The most problematic locations, often presented in Slovak media as almost “symptomatic”, have one thing in common: that at some point in history, the municipality took some kind of discriminatory or violent measure against the particular Roma community. “This is what connects all of the most critical places,” Belak noted.
In a loose comparison, the trend is reminiscent of the renewed discussions in Western Europe about the implications of the colonial era, or in the USA about the heritage of slavery and racial discrimination. Slovakia, in this sense, is no different. “The majority is not willing to take any sort of responsibility,” said Belak, who called it an “indirect form of racism”.
“Based on these ‘fair rules’, Roma people from the settlements are still stuck on this lowest starting point, and they don’t have a voice,” he said.

Muarem: Although there are staff, Roma do not get managerial positions in the public and private sectors

Journalist Ramush Muarem-Cirko, at the panel discussion on "Discrimination and employment in the public and private sector" organized by CIVIL, stressed that the separation of ethnicity for employment can not be considered as affirmative and that it is contrary to the Constitution .
"We know that we are a multicultural country and such proposals immediately break the spears, there are always attacks from one side or the other, and this measure can bring more discord than economic or some other stability," Muarem added.
He pointed out that the gray economy is more present among the Roma in the country, because they see that they have no chance or the chances are very minimal to be employed in the public or private sector.
"The state is making efforts to eliminate that gray economy, to fill the budget, and the Roma are forced to work like that, because they do not have access to employment in the private sector, or if they are employed then they are in lower echelon positions and no managerial positions. "a chance to win," Muarem said.
Muarem pointed out that the employment of Roma in the public administration according to the Framework Agreement is at a very low level. He adds that this is not about lack of professional staff, because there are many Roma graduates with the implementation of the Roma Decade 2005-2015.
"Judicial bodies do not employ a sufficient number of Roma, except for Deputy Ombudsman Vaska Bajramovska and I think that there is one Roma judge in the Basic Court in Gostivar, and that's it. In the Ministry of Interior, the percentage of Roma employees is 0.7. The Museums have 0.5 percent employees from the Roma community (it is from the area of ​​Culture). The employment of Roma in educational institutions in secondary schools is 0.2 percent, in higher education 0.3 percent, in primary education it is 0.6 percent, but that is because there are two primary schools in Suto Orizari and therefore the number is higher. "Roma employment figures are catastrophic."
He adds that working ability and capacity can not be determined by ethnicity, ie if it is good - it is good, if it is not good then it is not good.
Muarem stressed that the perception that the Roma themselves are not valued enough is because the state itself does not perceive them. He pointed out that the "collateral damage" is that there is no Roma in the new government - a minister without portfolio for the implementation of the Roma Strategy.
"Apart from the fact that there is no Roma minister in the new government, there is no deputy minister, there is not a single manager in public enterprises, there is only one Roma MP in the Parliament, and that is all," Muarem stressed.
Muarem added that the state is announcing a Directory, but it is still unknown when it will start functioning, who will be appointed, etc.
