Republic of North Macedonia: For discrimination of citizens, state bodies and private companies will be fined in court up to 10,000 euros

The draft-law on prevention and protection against discrimination is on the agenda of today's session of the Assembly. The adoption of this law, which is a condition for the start of negotiations with the EU, requires a simple majority of MPs.
The law will enter into force after its publication in the Official Gazette, and with it all citizens who have evidence that unfounded injustices have occurred against them due to discrimination, will be able to initiate a civil dispute. The proof of the indications is provided to be the plaintiffs (discriminated citizens), and if the discrimination against them is proven, the fines for the perpetrators are up to 10,000 euros.
A fine in the amount of 400 to 10,000 euros in denar counter-value will be imposed for a misdemeanor on the legal entity for which it has been determined by a competent authority that it has discriminated against persons with disabilities if it does not provide access, infrastructure and access to information and communication technologies and systems. to public buildings and services in urban and rural areas. The legal entity shall be punished with the same punishment if it commits direct or indirect discrimination, or if it invites others to discriminate against someone, if the legal entity harasses or especially sexually if it harasses or segregates.

It is time reparations are paid for Roma slavery

Years before fast sailing ships with enslaved people from Africa made it to the shores of North and South America, the Roma people on the territories of modern-day Romania had already been forced into a system of chattel enslavement. My ancestors were among them.
Today, this 500-year system of exploitation and domination of Roma remains utterly forgotten in Romania and in the global history of slavery, race and racism.
Roma people were coerced into this system of chattel enslavement beginning in the 1370s or perhaps earlier by three types of enslavers: the Crown (and later, the state), the Orthodox church, and the nobility. By law, the enslavers owned the slaves as their property or possessions, and slaves without a “master” would become the “property” of the Crown.
In the Romanian territories, the Indian origins and skin colour of the Roma made it possible to distinguish them as non-Romanians and non-Christians. Ethnic distinctiveness or race was one of the original reasons for enslaving Roma.
The institution of slavery ended in 1855 in Moldova and 1856 in Walachia. After the final act of abolition in 1856, the 250,000 Roma slaves who became legally free, some 7 percent of the Romanian population, received no reparations for the inhumane treatment they had suffered. As also happened on other continents, after five centuries of exploitation, the abusers received monetary compensation for freeing their Roma slaves.
October marks 635 years since the first written attestation of the enslavement of Roma people in Romania. In October 1385, Dan I, prince of Wallachia and an enslaver, gifted to the Tismana Monastery 40 Roma families, among other “assets”.

Every fifth Roma child in the EU is starving

Roma live on average ten years shorter than other Europeans, according to the latest study.
Roma in Western Europe live on average 10 years shorter than others, one in five is hungry, 45 percent of Europeans do not want Roma as neighbors, 30 percent have only completed lower secondary education, according to a study on Roma by the European Union Agency for Fundamental Rights (FRA) ).
That is why the European Commission will publish a new strategy for Roma equality on 6 October. Although they live in some of the richest countries in the world, a quarter of Roma in Western Europe cannot afford healthy food and heating, and a fifth of their children go to bed hungry. In addition, widespread discrimination and early school leaving reduce their employment prospects, especially for women and young people, condemning them to great poverty.

Roma children often face hostility. Nearly a third of parents said their children were verbally abused at school because of their background. These are all reasons why the life expectancy of Roma is ten years shorter than that of other Europeans. In Sweden, for example, hunger affects one in five Roma households, and in most other countries surveyed, the rate is between 10 and 15 percent. On the other hand, 6.5 percent of all other children in the EU face such scarcity. The survey is based on interviews with more than 4,500 Roma in Belgium, France, Ireland, the Netherlands, Sweden and the United Kingdom. The FRA called on member states to allow Roma and nomads to live their own lifestyle by providing them with enough locations where they can stay in decent conditions. They should also be provided with social protection to improve their health, reduce poverty and eliminate hunger, especially among children.
