Montenegro: Life with a disability in the Roma and Egyptian community: Pain that others do not notice

Eight-year-old twin brothers lie on an old mattress in a dilapidated house in the Vrela Ribnička neighborhood of Podgorica, and swarms of flies fly around them. They don't speak, they don't move, they don't smile. They cannot complain of pain. Cerebral palsy, from which they both suffer, was not treated in time. Their lives are now seriously threatened.

They do not receive help from the state, because they are stateless - they do not have citizenship or personal documents, even though they were born in Montenegro. Their father Bidaim came from Kosovo 24 years ago. The majority of stateless persons in Montenegro are members of the Roma and Egyptian communities. They suffer multiple discrimination, they do not have the possibility of health and social insurance, the right to disability benefits, to employment...

Bidaim failed to get documents in Montenegro, because he was not registered in Kosovo either and he came here without documents. "When I was born, my father didn't register me, he gave himself up to alcohol and didn't care about me. It marked me and my family for the rest of my life, because statelessness is hereditary. Now I don't know how to get the documents and help my children", he says for the Center for Investigative Journalism of Montenegro (CIN-CG).

The twin who is several minutes older makes less progress. He eats only mushy food and is in great pain. He doesn't even communicate with his eyes in a stuffy room. Bidaim's second wife Daniela takes care of them day and night. The biological mother abandoned the twins soon after birth.

Greece: Protests erupt after police shoot Roma teenager

Violent clashes between members of the Roma community and riot police broke out in Greece's second-largest city on Monday after a 16-year-old was shot in a police chase.  Around 1,500 protesters walked along the streets of Thessaloniki, smashing shop windows and throwing Molotov cocktails at the police, who used tear gas and stun grenades as a counter. 

The Roma teenager was currently in critical condition, authorities said, after being shot in the head by a police officer in the early hours of Monday morning. 

According to state TV ERT, the boy filled up his vehicle at a petrol station near the port city of Thessaloniki and drove away without paying. A gas station employee reported the unpaid bill was €20 . 

The officer who allegedly pulled the trigger was arrested and suspended from the force, authorities in Thessaloniki stated. He is scheduled to appear before a prosecutor on Tuesday on charges of attempted manslaughter. 

The authorities stated the teenager tried to ram police officers who were pursuing him on motorbikes to avoid getting arrested. The officer in question then fired two shots to try and stop the attack on the motorcycle he was a passenger on. d stun grenades as a counter.  While the name of the victim was not publicly shared, relatives identified him as being a member of the Roma minority. In 2021, another Roma youth was killed in a police pursuit near the port of Piraeus.

Serbia: Human rights - as for whom

In the last decade, the government has declaratively advocated for the protection of rights such as the right to freedom of expression and peaceful assembly, protection from discrimination, fair trial and various socio-economic rights.

Some social groups and some rights received greater legal, institutional and political protection, while some remained on the margins of both government and public interest.

Discrimination against women and persons with disabilities has received some, albeit insufficient, attention from the authorities, but not from some other groups that are also fundamentally unequal, such as the Roma and the poor.

At the heart of this phenomenon lies an instrumental approach to human rights - when the government judges that the protection of certain rights brings political benefits, it shows a greater willingness to protect those rights.

When the political price is not paid for rights violations or is taken advantage of by the authorities - they will show an extraordinary willingness to ignore their legal and international obligations.

Roma in North Macedonia have a hard time paying their bills

The percentage of Roma whose salaries and other incomes decreased during the covid-19 pandemic in North Macedonia is 59, in contrast to the regional average, which is around 50 percent. There was an increase in income, on the other hand, for only one percent

Every second Roma in the Western Balkans has had their income reduced during the covid-19 pandemic, and the majority (64 percent) fear that they will lose their jobs in the next 12 months.

On the other hand, online teaching is more difficult for every second Roma child compared to teaching with physical presence, and even three out of four Roma children did not receive help during online lectures, both from their teachers and classmates.

These are part of the results of the research presented today at the regional conference on the socioeconomic impact of covid-19 on Roma from the Western Balkans, organized by the Roma Integration Project of the Council for Regional Cooperation (SRS).

Education and employment are the two areas where the pandemic has most affected this population.
