Analysis and reaction of the System Solutions Network: With a budget of only 100,000 euros for 2023, MTSP will act with temporary employment of Roma as part of the Roma Strategy 2020-2023

As we promised, Roma Times publishes the "modest" reports of a part of some ministries that should be implemented in the implementation part of the Roma Strategy 2020-2023. The Network for systemic and permanent solutions for the Roma community in RSM also responds to these reports. The network directs its reactions to the creation of the Budgets and the "modest" planned and allocated funds for the implementation of part of the Roma Strategy.

In the previous text in Roma Times, the Budgets of the Ministry of Transport and Communications were published. In that context, it continues. Your report from Min. For labor and social policy, in relation to the Budget and the implemented activities, the conclusion is that they are even more "modest".

The report states that 10.9 million denars were planned for 2020, but with the rebalancing that amount "melted" to only 7.2 million. denars. In 2021, 11.1 million were planned, but with rebalancing, that budget was reduced to 9.2 million, and in 2022, about 9.3 million denars were planned and allocated.

But the pain is that with the budgets allocated in 2020 and 2021, the final account was not at a high level. Of the planned funds for 2020, only 45.1% of those funds were realized, and in 2021, 63.7% of the total planned funds were realized. The System Solutions Network asks the question. What were those funds used for, and at the same time where were the rest of those funds repurposed? Is it in the interest of the Roma community or somewhere in the "third place"?

To make it even worse for 2023, the record smallest Budget for the implementation of part of the Strategy for the Roma in the field of labor and social policy is planned so far. It amounts to barely 5.9 million denars or less than 100,000 euros. As stated by MTSP, those funds will mostly be realized and used for temporary employment and contracts.

In its reaction, the network states that "Roma in this year 2023 should expect, with these 100,000 euros, an invasion of employment of the Roma community in RSM"

The analysis will continue in the coming days.

When did the Roma arrive in Europe?

There are no relieable accounts of the Asian and early European history of the Roma, but only hints, the interpretation of which, to a large extent, is still a topic of scholarly discussion. Perhaps we will never know for sure why, how, or even when the Roma settled in Europe for the first time. In this regard, the period from 1200 to 1500 brings about important changes: from the 14th century onwards, at the latest, the contemporary evidence states without doubt that the people and groups mentioned were definitely Roma. It is generally agreed that the Roma had already been living in the European parts of the Byzantine Empire before the 13th century. However, it remains unclear, when exactly the first Roma moved northwards from their settlements in Greece. Similarly, we do not know why and in what numbers they left the Byzantine Empire. Most probably, single groups had been moving north from the mid-14th century onwards. At first, the documents do not necessarily point to Roma, and could be read as evidence of other groups of people. From 1385 onwards, however, we have reliable evidence of the Roma in Wallachia, in today’s Romania. From that time on, the Roma are mentioned more and more frequently; these documents show how groups of Roma explored the European mainland. Already in 1435, the Roma were well-known in most European cities. [Ill. 1] Knowledge of the newly arrived people did not increase in the same way as the number of accounts about them. There are mentions of letters of safe conduct by emperors, kings, and the pope, and about pilgrim legends, which were to assure a friendly reception in the late Middle Ages, strongly shaped by Christianity. Services like fortune telling and palmistry or dishonest skills like pickpocketing are also mentioned – the settled Europeans saw only what they were meant to see. Or what they wanted to see: Many of the earliest sources accuse the Roma of immorality and godlessness, or of espionage for the Turks, and, in general, paint a picture of a “treacherous” and “disloyal” people, however, without any evidence. The earliest European accounts thus shape a clear picture of the Roma; it is, however, a distorted picture, a caricature, which still shapes the non-Roma’s picture of the Roma until today

When and where are Roma people mentioned for the first time in Serbia?

The first news about Roma in Serbia comes from the reign of King Dušan in 1331. - 1355. under whose rule were Macedonia, Epirus, Thessaly and Albania. Data from the oldest Turkish census from 1491. The years show that Roma lived in Prizren, Niš, Kruševac, Smedere Roma arrived in large numbers in South Slavic countries during the rule of the Turks. They mainly belonged to Christianity, but under the rule of the Turks they embraced Islam en masse. Only with the Sretensky Constitution of 1835. years equals the position of the Roma with other citizens of Serbia. According to the 1834 census. there are 18,000 Roma in Serbia, and in later lists their number was reduced because they did not declare themselves or were listed as Serbs. This mostly happened during the baptism of the Roma. For example, in the period from 1892. since 1895. 2223 Roma residents were baptized in Timochka Diocese. In the Kingdom of Serbia 1895. in the year there were 42,212 Roma. Out of the total number of Roma, slightly more than 25,000 declared that they used Serbian as their mother tongue, around 11,000 Romanian and just under 600 Turkish. This is clearly the result of the process of assimilation and ethnic
