Croatia: If a coronavirus enters Roma neighborhoods, it will be a disaster

There are about 17,000 Roma in Croatia, most of them in Medjumurje. At the height of the coronavirus pandemic, few mention them, but if the virus enters Roma neighborhoods where infrastructure is weak, it will turn into a real humanitarian and health disaster.

 

The only good thing about this whole situation is that these neighborhoods are socially remote and somehow isolated from the community. The Croatian government is adopting economic measures, but not for the most endangered group, which includes Roma.

 

Fortunately, the virus has not yet appeared in those neighborhoods, and if it did, it would be too early for a huge fire, say Roma leaders from that country.

 

"The epidemic will have a hard time affecting the Roma," said ombudsman Laura Vidovic. Emphasizing that Roma now need medical care and food as well as hygiene packages. They are unable to supply themselves regularly due to limited movement because 68% of households do not have their own car, public transport is abolished and it is forbidden to leave the place of residence without a pass.

Roma people of Eastern Europe especially vulnerable to COVID-19

Discrimination, social segregation, overcrowding, economic precariousness and lack of basic services – these are chronic conditions suffered by the Roma community in Eastern Europe for centuries. And they now they fall among the communities most vulnerable to the novel coronavirus.

 

Besides compelling people to adopt rigorous hygiene and social distancing practices, the COVID-19 pandemic has led to an unprecedented freezing of economic life, affecting millions of people on the planet.

 

These circumstances are particularly dramatic for the Roma in most of the post-communist countries in Europe, the Fundamental Rights Agency (FRA) alerted in a recent report.

Roma communities often live in deficient conditions that multiply the risks of contagion and the effects of the economic crisis that has been unleashed by the pandemic, it said.

 

Nearly 80 percent of Roma people in Europe live in overcrowded neighborhoods, with three generations of family members sharing the same house.

Many do not have running water at home, making frequent hand washing – the most essential recommendation against coronavirus infection – a luxury.

EU to delay human and minority rights initiatives due to COVID-19

The EU’s Fundamental Rights Agency said in a report published on 8 April that “government responses to stop the virus particularly affect the rights of already vulnerable or at-risk people, such as the elderly, children, people with disabilities, Roma or refugees”.

 

However, because of the crisis caused by the coronavirus pandemic, a Commission spokesperson told EURACTIV, “the Commission is currently reviewing its work programme for 2020”. The official added that “a new programme will be published in the coming weeks.”

The draft copy reveals that Commission officials are exploring the possibility of delaying a number of initiatives related to LGBTI, Roma and gender rights.

 

According to the explanatory note to the document, the Commission plans to focus “in first instance on those initiatives that will directly and meaningfully contribute to overcoming the crisis,” while postponing others “until normal business can resume later in 2020.”

 

Additionally, the note proposes to defer several initiatives to 2021 considering the “limited absorption capacity of co-legislators to deal with legislative files, as well as the capacity of our services to deliver also on the urgent COIVD-19 related measures.”
