Czech housing estate inhabited mostly by Romani tenants lacks heat and hot water

The inhabitants of a housing estate in the town of Šluknov in the Děčín area have long been bothered by dysfunctional heating and a lack of hot water. The renters, who are frequently families with children, are living in units where the temperature is just 15 degrees Celsius during freezing weather.

One tenant who did not want his name publicized has informed the Czech News Agency (ČTK) that the buildings have outdated boilers that run on coal and wood. According to him, the fires are not lit in the boilers most of the time.

The owner of the buildings, Pavel Zeithammer, has told ČTK those allegations are deceptive. According to him, the apartments have heat.

“This has been going on for eight years, maybe even more. The boilers are there, but they are old. We even had a 14-day shutdown to replace them, but they never put any new ones in,” the tenant said.

Roma Times continues to publish the reactions to the reports of some of the Ministries on the implementation of the separate budgets in the implementation of the Roma Strategy 2020-2023. The Network for systemic and permanent solutions for the Roma community in R. North Macedonia also responds to these reports. It reacts to the method of implementation as well as the amount of allocated funds.

This time he refers to the Budget allocated to the Ministry of Education and Science. In its brief report, the Ministry of Education states that the implementation is carried out through two programs, Administration and Secondary Education

In the report on the Administration program, it is stated that in 2020 and 2021, about 10 million denars have been set aside, and for 2022 it has been increased to 17.1 million denars, and with the budget for 2023 being too long, it will amount to 18.9 million denars.

In the report it is noted that 13.4 million denars will be allocated mainly for contracts, while 5.5 million denars will be allocated for various transfers.

But unfortunately, nothing is specifically written about what Contracts and Various transfers are meant. That remains an unknown.

For the second program under Secondary Education, the budgets from 2020 to 2022 were between 12 and 14 million. denars. For 2023, the lowest budget of about 10.1 million denars is planned. It is dominant that those funds will be realized mostly for Subsidies and transfers.

But unfortunately, according to the reaction of the Network for System Solutions for those separate 150,000 euros in the report, there is no description of the type of Subsidies and transfers in question.

Is it easier to manipulate the report without a given description of Subsidies and transfers or ....?

Or maybe they want to allocate 45,600 euros from those funds (for 38 Roma families 1,200 euros each) as compensation for the judgment passed by the European Court against the Republic of Macedonia for the segregation and discrimination of Roma children - students in two primary schools in Shtip and Bitola

In the last 20 years of parliamentary life, there were representatives of the national Roma minority in the Assembly of the Republic of Serbia. Their actions did not bring any improvement in the lives of ordinary Roma. The disunity, which is characteristic of this minority due to its dispersion throughout the country, the way of living and other numerous factors, is an obstacle to the creation of a coherent party whose main goal would be to create conditions for equalizing the position of the Roma with all other inhabitants of Serbia. Is there a purpose for the Roma to participate in parliamentary life - we think there is, but by copying the examples of good practice of the national minorities who succeeded in animating their compatriots and through the supreme legislative body - the assembly, to fight for the adoption of regulations that systematically made life easier for minority communities.

Until then, the state, as before, will provide one-time aid to the Roma, on a spoonful. The conclusion is that the problem of inequality between the Roma and the majority population in Serbia is solved institutionally and systematically, and this can only be done in the Parliament.
