The Macedonian citizens which live outside of the country will be able to register themselves in the Population Census from March 2021 via the online application of State Statistic Office

The citizens of the Republic of North Macedonia which during the period when the census will be implemented from the 1st to the 21st of April, who do not live in Macedonia, will be able to register themselves via an online app. The application will be available from the State Statistics Office within the period from the 1st of March to the 21st of April as announced by the Government of North Macedonia.

These citizens will be registered in the category: “total non-resident population”. These are individuals which are citizens of North Macedonia, which are currently living abroad for over 12 months, due to work or other reasons, as well as the members of their households which reside with them.

“The conditions to register are a correct unique identification number of the citizen (UIN). For those who live in North Macedonia, but during the census are abroad and did not register via the web application, the registration will be conducted in their living place, if this place has an adult member or if there is another member who can give all of the necessary information about the individual.

“For these individuals, it is required that only an adult member of the household to provide the information. The giver is obliged to show an appropriate document which will show the UIN of the individual which will be registered, which will in return guarantee the correctness of the data. During the registration of these individuals, the incomplete data will not be accepted by the application, thus throwing away the chance for registration of individuals with incorrect data”, said the Government of the Republic of North Macedonia.

The trial regarding the police brutality on the Roma in Bitola has been postponed!

The first trial regarding the case of police brutality in Bitola which gained huge media coverage and was scheduled for the 9th of February at 10:00 in the Basic Criminal Court in Skopje at Courthouse number 6 has been cancelled.

However the court procedure starts after the published video clip of the Civil Organization – Avaja regarding the police brutality upon members of the Roma community. This video spread like wildfire on social media and news outlets, the video contains evidence of police brutality. Avaja, together with the Association Young Jurists and the Helsinki Committee for Human Rights as well as many other Roma NGOs and Associations have harshly condemned this act and offer free legal support to the individuals who were harmed during this incident.

Should governments consider Roma a priority in their Covid-19 vaccination roll-out plans?

The COVID19 pandemic has caused a global emergency and taken a drastic toll on people’s lives. With the approval of the first vaccines by European Medicines Agency (EMA) at the turn of the years, European governments have been rushing to introduce vaccination roll-out plans. Under various national circumstances (often in a competition with political, cultural, and sport elites), risk groups have been granted priority.

Soon after COVID19 reached Europe it was clear that it exacerbates existing divides caused by socio-economic status, race and ethnicity. The increasing scientific evidence demonstrates that the virus has exerted a disproportionate burden on racialized and ethnic minorities living under detrimental social, economic, political, and environmental conditions. They share a higher burden of the infection and are dying in larger numbers and at a younger age.

Although the scientific evidence on race and ethnicity as the COVID19 risk factors is unequivocal and increasing, there is an embarrassing silence from governments, public health experts, and the scientific community on the situation of Roma, the “largest ethnic minority group in Europe.”

We should urgently start to collect Roma-specific data in hospitals and in their communities. The data on the COVID19 impact among Roma have been signalled so far only through reporting by civil society and the media. The fact that when it comes to Roma, that governments do not commit to even a simple review of existing medical data, is itself a form of serious neglect. This is short-sighted as hidden pockets of undetected and uncontrolled virus spreading among segregated Roma communities will pose a serious risk to any national effort to mitigate the pandemic. However, without public scrutiny and evidence collection, governments will not consider Roma specific targeting in rollouts of vaccines and digital health technologies. Therefore, as the single advocacy priority, civil society organizations should aim to ensure that Roma inclusion policies are a substantive part of any COVID19 recovery strategies at national and European level.

Study shows “extreme disadvantage” of Sinti and Roma in education

Sinti and Roma continue to experience extreme disadvantage in the German school and training system.

That is the conclusion of an as yet unpublished study, as reported by the news magazine “Der Spiegel”. According to this, 40 percent of the 18 to 50-year-old members of the minorities do not have completed vocational training; almost 15 percent of 18 to 25 year olds leave school without a qualification. 17 percent of those surveyed in this age group have a high school diploma. The head of the Institute for Sociology at the Freiburg University of Education, Albert Scherr, said these were dramatic numbers at the level of the late 1960s.

The discrimination against Roma and Sinti had attracted attention this week through criticism of the WDR talk show “The Last Instance”. Celebrities had discussed calls for the traditional name of a meat sauce to be dispensed with.
